As the results are announced today only the cut off rank for different colleges are still not out but they will be soon till then we can't be absolutely sure about this years cut off. According to past years cutoffs of UPSEE is determined by taking into account

For admission in Jadavpur University in the Electrical branch the cut off for admission was a rank of 5646 (general merit rank) for the SC category. If your general merit rank falls around this range, then you will have a fair chance through the SC Category.

Firstly i can not gurantee you about the exact college.Because the rank of 20k in some what low.But yaaahh no need to get worried about that.There are many college in which you can easily get your seat for Electrical Engineering.
