You may change your branch, depending on the Policy of Department Change in your respective University as well as Eligibility and Merit Criteria. But thats strange, its usually the other way round, students aspire Electronics Engineering over Electrical. Electronics Engineering is not only a more relaxed and student friendly branch than Electrical Engineering, but at the same time has better career scope and placement prospects in Industry, Private, Public and Research Sectors.
See IIT Kanpur Chemical Engineering will give you a better prospective even in your non core fields. SO if you get a chance in IIT K then just go for it, its one of the finest IIT's in India and the experience you will get there is incomparable. Now if you are really interested in CS then you go for IIT GOA also. Its one of the new IIT's but its also performing very well in terms of academics and have the potential to be in the top 10 IIT's in few years. If you get chance in IIT's then going for BITS is quite unnecessary.

IOT is the most emerging technology all over the w orld. IoT makes the life smarter. I t doesn’t depend upon your branch, if you know the basics of 8051 Microcontroller and Arduino then IOT will be simple for you. IoT consists of Sensors, Micro-controller, Wi-Fi module which is used to send the data that is being collected by the sensors for performance analysis.
There will be more number of jobs will be there as It is a fact that by the year 2022, nearly 20 billion devices will be connected to the internet as there is lot of bandwidth available now-a-days and users also increased tremendously.
So if you have some idea on programming of Arduino then you can learn about the various protocols and applications of IoT where it been implemented.

Since you have not mentioned your category so it is little bit difficult to guide you with accurate information, so for accurate information please mention your category in the comment section below.
According to the category rank mentioned by you in the question you have very low or almost no chances of getting into any of the IITs irrespective of the category because even the closing category rank for IITs were around 5-6k and that too for OBC category and you are very far from the figure so you can hardly get any IIT.
But don't get disappointed because if you have good rank in JEE-Main then you can get good NITs also and you can predict the colleges which you can get from JEE-Main by using JEE-Main College Predictor :-

To enroll, you must have received a minimum of 35 percent on your 10th grade examination.
You can also apply if you are taking the 10th grade.
To be admitted to Government Polytechnic Dhanbad's Electrical branch, you must achieve a score of 80 or higher in the examination. The exam consists of 150 multiple-choice questions (MCQs), with 1 mark given for correct answers and 0.25 deducted for incorrect answers.
Other polytechnic need lower marks as compared to Govt.Polytechnic Dhanbad.
