Hello Aspirant! According to previous year cutoffs and trends, with this rank of yours, it's not possible for you to get EE branch at CET Bhubaneshwar. Getting CSE is also not possible. You may have a fair chance of getting Civil or IT here. You need to have a rank under 1 lakh to get any branch easily. But as your rank is above 2 lakh, it's difficult for you to get your desired branch.

It's very important to choose between packages and interest. Nowadays, it is the bitter truth that if you have money ,the world is under you and yes I do agree in some cases money also fails but it is good to have money.
Coming to your question , yes it would be difficult for you to manage the eee branch without knowing electrical circuit emi stuffs . But people take up many things without having any prior knowledge of that subject and later on excel in that.
So, if you have interest then do take it otherwise not.

I would advise you to join ETC at IIEST Shibpur and prefer it above EE. ETC has Placements at par with IT and CSE and much better than EE. Secondly, ETC is a really nice branch with balanced Academic Load, you can pursue your interests be it Data Science, GATE/CAT Preparation or be it Research. Secondly 3 Departments of IIEST , namely CSE, ETC and Metallurgy have very strong tie ups with IIT Kharagpur, and you may easily go for Projects and Internships throughout your stay at IIEST. Secondly, ETC or somewhat ECE at many other Colleges have excellent career scope and prospects in the Private, Public as well as Research Sector, and in a vital stream when you talk of Robotics, Electronic Materials or Industry 4.0

Hi, MIT Muzaffarpur does not have CSE as their branch specialization. But, they do have electrical branch. According to the the data available online you should score between 90-96 percentile in JEE Mains. With that been said the chances of you getting into MIT Muzaffarpur are very slim. All the best!
