Based on your rank it is very tough to get a good government college. But you may get admission in Lucknow University (government college). But you can get admission in many private Colleges:

You need not have to worry for that because in engineering college courses are taught from the basic level and if your are not comfortable with the subject then you could consult professors.Therefore you could take admission in cusat without any hesitation.
