As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round then it shows that the closing CRL rank was 5797 for Electronics and Communication Engineering in NIT Surathakal for Open category or General category under Home state quota.

So, with regard of query. Yes, you are qualified for admission to the second year of the B.Tech. in electronic and telecommunications program since you have a Diploma in Instrumentation Engineering.
The requirements for the lateral entry(entrance examination for entering to B.TECH) exam are: you must have completed a diploma program in engineering, technology, or pharmacy with at least a 50 percent grade. you must hold at least a B.Sc. in a scientific discipline with mathematics as a prerequisite. You must be older than 18. Then, you can pick the course by scoring good marks in you're lateral entry exam.
