For IES exam only engineering candidate eligible... and they can also apply for IAS/ IPS/IFS/IRS exam too...
Other graduate candidates can apply all UPSC exams except IES (becoz it needs engineering degree).

Both branches have their own advantages and disadvantages. This totally depends on the type of field you want to pursue in the future. In EEE , you will have to study Electrical as well as Electronics. Focus will be on application of electrical systems for use in different environments
