Yes you can get a seat at some colleges in India but the ranking if that college would be low something like 3 tier engineering college of India.

ECE and EIE are the two different fields. Both the fields have there own challenges and difficulties. Thus you can't exactly classify any of them as easier or tough. ECE has larger implication in industries and its a fact that most electronics companies use to prefer ECE students over EIE
