see you are eligible to get gate scholarship which is provides by aicte, so you need to take admission in colleges which is affiliated by aicte, however  who are from foreign candidates , sponsored candidates, or have taken admission in management quota, are not eligible to aicte gate scholarship.

Yes you can. If the Software Engineering Comes Under Computer Department then yes you can easily apply for that.

But, you must be having that particular GATE score to apply for. One more thing, there is no such Interview or Written Exams like in IIt's for the selection in NIT's

Since you are a diploma student and want to pursue b. Tech course then there  is a way you can join any college through diploma to degree segment. For that you have to clear your entrance exam. Different for different colleges.
