AIACTR is the best among two:
1. Placements: Placements at AIACRT are better than GB Pant highest package goes around 8Lpa and the average placements are around 3.5Lpa.
2. Infrastructure: Infrastructure wise also AIACTR has AC labs and classrooms much better than GB pant.
Also lately GB Pant has not been getting enough funding from the delhi govt so AIACRT is the best choice.

For downloading the hall ticket for either of the examination you need to visit the official website of the examination or instead visit its office in your locality.
There would be link to login into your ID which would ask for registration number and date of birth, if possible password also and then you can download your hall ticket in doc form.

For GATE students you will get around Rs 12,400 per month. For PGECET students AICTE will not give any stipend directly but they may get stipend through TEQIP funds, but these may be only in Universities, they should apply for it and if the TEQIP funds are available college may give it to students but this is not mandatory. The college might provide it but its totally depends on the funding of colleges by the their concerned organization.
You can contact to the college admission cell or the department for the reimbursement and they will help you for sure.
