The central government has ckearly prescribed that a candidate must have updated (every year) OBC NCL certificate. The previous year's certificates are invalid while being considered for reservation.

As you don't have the certificate updated, you'll be considered on the seats of general category rather than reserved ones.

It depends on who you ask. Percentile does make sure that the in-eligible candidates are seggregated from the eligible ones immediately. However, I personally don't see any benefit to it. Just a simple rank and marks would suffice in most cases. They should also set a minimum passing
