UGC stands for University Grants Commission and is the main body under MHRD that gives certification to the universities all over India. A university without UGC certification can't give valid degrees to the students and if that university gives degree then that will be not valid.

AICTE stands for All India Council of Technical Education and is a body under MHRD that gives certification to the colleges for technical education all over India.

There is nothing about which is better. Both the certifications are imporatnt for any college. But UGC certification is primary, and after that AICTE certification comes.

As yourw query is you got a seat alloted in the first round counselling of csab and you paid the acceptance fee for the seat allotted to you in the Jossa 5 round counselling now you wanted to know that whether you have to pay the seat acceptance fee for CSAB or not. 

I would like to tell you the concept behind seat acceptance fee is that you have accepted the seat and the seat belongs to you if you have paid the acceptance fee in the josaa round of counselling that simply means that the seat is belonging to you and you want to go with that but it somehow if you feel that the seat allotted to you in csab counselling process is better than what the seat you have opted in Jossa then you can go with that's it and you can withdraw your seat from the Jossa 5th round of counselling and you can pay the acceptance fee to the csv there after the seed will belong to you. 

After that you need to visit the college you are looking forward to take admission you need to verify your document and there after your admission process will come to an end.

Dear student, as you were not allotted a seat in the first round of CSAB counselling process, you will have to again fill the choice for the second round of counselling. You need to go the official site of CSAB and do the same at the earliest. You can also opt out of the counselling process.

As your query is your OBC rank is what is 33712 and you didn't get any college in the csab counselling process. 

I would like to tell you that since your OBC rank is really high and the number of students competing for the seats allotted on the seats available is high on stake therefore this makes the competition really tough therefore the students which were the top rankers among the OBC rank to then do them only this college was allotted. 

But since only first round of counselling in csab is computed now therefore you need not to worry that much after upcoming rounds of counselling you will get a college all you need to do is to stick to the counselling process.

Bihar Combined Entrance Competitive Exam Board is responsible for organising B.Tech admissions in Bihar. The admission process begun on July 1, 2019. The name of the admission process has been changed to Under Graduate Engineering Admission Counselling (UGEAC). Students with minimum qualification prescribed by BCECEB and a valid entrance test score can secure admission in Bihar engineering colleges.  For B.Tech admission in Bihar, a candidate must have passed Class 12 with PCM with 45% marks (Physics, Chemistry, and Mathematics) as the main subject.
