Hello there. Can you please tell about which college are you talking about. But on a simple note, in most of the cases one have to pay the college fees regardless of which cast or state he is. The concession is only provided if you fall under EWS or TWD.

Yeah you can secure definitely if you have some home state quota in northeast state like nit Nagaland nit Manipur etc. Also sitsin your state counselling college.if you havehone more chancecthen go for itijzt try to secure a seat in government institute becoz after 4 yrs you will not regret

It means you are close to closing rank of CSAB.Generally CSAB closing rank is boundary line and you can't expect that this closing rank will be lower down more as this rank is decided by stray seats in NITs or IIITs..
