The fees depends upon college to college. Generally every good college charges less fees for SC/ ST students. Example you don't have to pay tution fees in IITs and NITs in case of SC/ST/Pwd. But some private colleges charges full money. So this benifit solely depends on college.

Payment through cheque is not allowed in csab round. You need to pay fees using SBIMOPS i.e. is through sbi internet banking or through sbi e challan. There is no use of passbook. Passbook is not used for payment. You cannot pay using it.
