It's really unfortunate that such circumstances arose. However one thing I can suggest it try downloading the allotment letter sometime later as due to lag in internet connection it might occur.Even if it fails try contacting your college to get further assistance on the matter.

It does not matter when you did your training. Its good atleast you did it successfully. PSUs consider GATE scores only and your learning experience in UG years. You can ofcourse apply for GATE exam and try to get a job in one of the best PSUs of the nation.

I am sorry to inform that choice filling for CSAB 2019 last date was July 17, 2019. Also Debit card payment option is not available for CSAB counselling this year. You can make your required payment through SBI MOPS channel. First go to online SBI collect portal and follow
