When you are alotted a seat in any college in the first or further rounds, then you are given 3 options Freeze,Float,cancel or reject. 

If you select cancel or reject then you can go for further rounds but the seat you got no more belongs to you.

Yes you have to pay twice. First time 36,500 as participation fee. Then 35,000 for seat acceptance fee.(However, if you had already got a seat in JoSAA, then you must have already paid the seat acceptance fee. In that case, you don't need to pay again.)
