Yes you can give cancelled check of any bank you want to have the money returned back to. (like PNB, Canara etc.) For payment of special round, there is option of SBI MOPS, in SBI Mops other bank is already integrated into it. So you can use other

Yes you need to give the exam in the 2nd year if you have failed. This is the case of ANDHRA BOARD if you belong to some other board then this may vary.
