Please do mention about your exam name along with your state domicile so that I can provide you enough information regarding it.

There are very few colleges that provide full reimbursement, I personally am not aware of any such college that provides full reimbursement. But you should search online, and instead try for any college that provides maximum reimbursement. Your choices will be limited by way too much otherwise.

Yes, it is necessary to report at the institution before applying for CSAB Special Round.

If you haven't report to your Institute then you'll not be allowed to take part in the special round of the Counselling.

If attending special round, I'll suggest to fill your choices carefully.
