Yes , this College is AICTE approved.  No,this is a top most Colleges of UPSEE.

Can you please mention the particular counselling you are talking about. 

But in general few of the counselling authorities do refund money as per the guidelines and few of them don't refund. Hence it solely depends on particular counselling.

You can surely choose the best one among the phases. If you pay the fees in a college and secure another one and wish to join that you can do it. 

The money paid in the previous college will be directly transferred to other college you opt for.
