Regarding the admission fee, there is no official statement that whether college will return your admission fee or not. You can ask about this in the counselling hall of the alloted college where you will pay the admission fees.

You have not mentioned that about which exam you are asking about. I am giving answer based on counselling procedures of most of the exams.
