IT deals with computing technologies to reality and it's application along with databases ,study networks. CS deals with science of these application.cs is concerned with software, operating system, implementation.

But both branches has almost similar subjects.

Hi ! Yes, obviously you can give it but the prime condition is that you must have done diploma from some college. Diploma is a course which happens only after class 12. So this is the prime condition. And it is of no use too, for its a lateral entry.

No the criteria for jelet is 

• The candidate must hold a Diploma in Engineering/ Technology with a minimum of 45% marks (SC, ST, OBC-A, OBC-B, and PwD candidates need 40%) or equivalent CGPA.
• So you can't give jelet after first year
