In private engineering college fees are varied from 40000 to 54000 for first semester. and there is no separate fee quota for SC candidates.
however there is some state government scholarship for SC candidates.
once you get admission to college you can ask college authority.

No engineering course is best. It's you who read that course will make that course best.

CSE and ECE are two different branches in which two different interest students read.

In CSE you mainly get focused on programming and software knowledge whereas in ECE you get to read embedded
