Complete AME Course 3 yrs, better in Heavy Aircraft, JetEngine approved College. (its a certificate course, DGCA approved, equivalent to diploma but not diploma officially. Now degree in AME also getting started in some universities)

There is no free seat criteria in any top colleges and I think you are mistaken with the fee concession provided to those students which have secured good ranks.Yes ,college provide fee concession but not free seat.
