Hello there. Well firstly speaking of Sliding, sliding is the case when you get the seat in a college but you are not satisfied with the branch you got and want to change the branch in same college. In this case you have to go with sliding option.

If you are not allocated a seat in round 1, then you don't have to report to any college. Cheer up you will definitely get a seat in the upcoming rounds of the JOSAA Counseling. Once you have allocated a seat they will provide you the Provisional seat

Yes the eligibility criteria remains the same irrespective of seats vacancy.
This too is merely a process to fill vacant seats and rules remain more or less the same.
