If you want to get your allotment letter in pdf form then kindly contact the college or office where you have been allotted. Mail them regarding your query in the helpdesk so that they can contact you regarding the query. Mention the reason why you need the allotment letter in pdf form.

CSAB has announced the schedule of refund. If you did not get any seat in CSAB counseling or you cancelled your allotted seat, then you will have to apply for refund after CSAB counseling is over through their official website -

You will be refunded Rs. 35,000 as Rs.1500 is charged as processing fee.
The refund process will take some time.

Well it's very unusual to change your course in the 3rd round of counselling and then again participate in the 1st round of counselling but you ca still have a talk with the administrators by visting their office because it's possible that they may be able to do it for you.
