see there are several engineering colleges in india. so at this percentile you may get a college, but you cannot get admission to a tier 1 colleges. you have chances in tier 2 and tier 3 colleges.

As you haven't mentioned that for what exam or stream you need to know the date of counseling I consider it to be either for JEE or NEET

Date for second counseling for registration of NEET is july 6 and seat choice filling is from July 9 .
