No matter whether you are from ECE branch or from CSE, you are still eligible for sitting in placements of an IT company.

Being an ECE student, you will not get much chances to learn coding languages in comparison to that of CSE students.

Yes, Mobile phones are allowed in majority of hostels. It'll be helpful if you can provide me with the college name of which hostel you are asking for. As there are some colleges in India, that doesn't allow their students to keep mobile phones in hostels.

If you need pwd certificate to get admission in any college then you can visit the official website of that college and download the pwd certificate format and carry that format to the hospital ask them to issue you the certificate in that format only.
