For the counselling process in Sastra university a student need to provide following documents at the reporting centres-

• 10+2 or equivalent mark sheet
• JEE Main 2019 Score Card (if applicable)
• Demand Draft in favour of SASTRA University, payable at Thanjavur
• Recent Passport Size Photograph
• Transfer Certificate from institute

You have to pay the fee separately for counseling and separately for the application form. Without paying the counseling fee you cannot get into the counseling procedure. The dates of counseling are updated on the official website of the examination and at careers360 as well. You can pay the fee

Usually around 20,500 people may be shortkisted for this Technical Entry Scheme based on the PCM score. 

After this only a few of them around 450 candidates show up to continue with that.

Coming to your answer it seems very difficult  to get the first category seat that too in the communication engineering branch in the Vellore campus.

But still hope for the best.
