Sorry for what ever you have gone through but the thing is if you wish ti do engineering from government college then you have to appear for JEE Mains as every government college, state colleges and some private colleges take students on the basis of there JEE mains
ALL NITs offer 100 % exemption from the tuition fee to all the students so don't worry about fee as far as NITs are concerned, FOR IIIT as they don't fall under same council so fee are very different from one another and the scholarship percent a lot depends upon
