Firstly, you have to appear the All India qualifying examinations and for state level you should definitely appear for the state level qualifying examination. Each and every the cut-off criteria get changed depending upon the merit list for either of the exams, so you should prepare accordingly and give your best. Secondly you didn't mentioned from which state you belongs to, so, it is quite difficult for me to list out the colleges.

You cannot get direct admission in Government Engineering College because the Government Engineering colleges is is bound to follow some rules and regulation set up by the respective government technical education department.
