With the rank at hand, it will be very difficult to get into good government college. Also, if you get into any, the branches available might not be very appealing.

Taking your JEE mains in consideration you must be a B.TECH aspirant.
So you are eligible for counselling in OJEE but you should have a valid JEE Main score. However, if seats are left vacant after admitting the candidates on the basis of JEE Main scores then the board conducts a separate entrance exam known as special OJEE. Candidates have not been able to appear in the JEE (Main) examination due to any reason will be able to apply for admission. A separate merit list will be released by the authorities for JEE Main qualified candidates and OJEE special qualified candidates.

In wbjee all the seats are alloted on the basis of GMR rank and not your category rank
This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

look, you can't get any good government college with this rank so better if you move into the private colleges where you can take direct admission without giving any entrance exam. Soome colleges are like LPU, AMity, Shrda, Chandigarh UNiversity, Galgotias, AKTU, etc.
And if you have some good percentage in your 12th like 90+ then you can choose these good college with direct admission.

hope you are doing great. As per your query I would glad to tell you that fees structure of engineering colleges andhra pardesh generally varies from 80000 to 250000 per year . In my opinion you should not spend above 6lakhs for the whole course in persuing engineering from andhra pardesh colleges if you want to have good return of investment

The rank gained by you in this particular entrance exam is a decent one and the rank which you have mentioned is the OBC category but getting any top colleges in the counselling in this particular rank would be not possible because the top colleges have the higher cutoffs so getting branch becomes difficult but definitely you have a lot of options of medium level colleges and by comparing colleges through your rank you can also get some good college as well hence, you should take your decision wisely.
