I suggest that firstly you can sit for the second attempt to improve your score and get admission in the chemical branch in a good college through JoSAA Counselling.
However, you also have the option of applying to different state counsellings to get admission in govt. colleges.

Yes, you definitely can change your engineering college in 1st year but it totally depends on your current college if they will allow you to change your engineering college as most of the college require you to pay the full 4 year tution fee for the college and then only you are allowed to change your college.
