If you give JEE Mains examination then you can apply all India quota counseling and you are eligible for Jadavpur University. In computer science engineering stream have total 86 seats in Jadavpur University. So competition is harder because so many candidates are apply here through JEE mains, WBJEE examination.

Yes of course you can do so because central caste certificate is valid at both levels state as well as central. But if you have some state reservation applicable for that state then using central OBC certificate can deprive you of state reservation advantages so please take care
