if you take the English version of any of the course then it would take nearly 6-7 months to learn just a basic.
Therefore, I would suggest you not to change your medium as it would make your education difficult. you can take English speaking courses firstly and then apply for further english medium courses.

As of cut-off in GRE, for getting admitted in Harvard University the Candidate should have scored 155-160 Marks in Verbal Test and 165-170 Marks in QAT, overall near about 325+ marks and with this you are surely eligible for the admission.
As English Proficiency Test also they ask for 7 as score and you have qualified that also, you have to now apply for the College through filling the application forms and sending the required documents like:

2.) GRE Test Report Card
3.) Parents' Consent Form Regarding Admission
Other things are also there and as you said, you are not financially strong so I want to tell you that, Harvard University already had a provision for the scholarships for international students.

Every university has its own application procedure. First of all you need to sort which universities you want to apply then you can see what all are the requirements to be eligible for their admission. Some universities take first analyze your document and then entrance test followed by interview. And for english proficiency also there are different criteria.
