I think you can't give CSIR NET exam as you are from Ciivl Engineering (as mentioned).
Only CSE and it's subordinates aren allowed to give CSIR NET. The rule changed in 2015 i think.
You can give GATE exam which is more than equivalent to CSIR NET.
Can you help us in understanding the College that you are enquiring please?

The number of vacant seats is highly responsible for this. Now this does not mean that the industries won't be requiring any input at environmental aspect but the thing could be they won't be having any vacancy for the given post as of now. Most of these industries try to regulate the environmental related issues by adhering to the laws and regulations formulated by the government thus in this case it comes down to following those.
