You have to submit the documents as per the requirement of the concerned authority to whom you are submitting your documents.
If they require your documents to be self attested then you need to self attest them. But if they don't laid down specific guidelines then you can submit them without self attestation.

The EWS certificate won't be eligible for the year 2023 as it was made in the year 2020. The validity of these certificates are of only one year.
