Yes you can upload but when they recheck the certificate may be they not consider your certificate so

Address is in what is different?. If your state is same in both the form I don't see why JEE officials have a problem with that. Still to be on safe side upload a self declaration in lieu of the certificate then upload it at the time of reporting
