There is no distinction of EWS certificate in case of states or central. So your EWS certificate is valid in BHU.

To get a EWS certificate you will have to visit the municipal office.

The EWS category certificate it's mandatory for counselling document varification and your college authority. Bed EWS category certificate only get those students who's parents income less than 8 lakh per annum. So they are under EWS category , and the most beneficial effect of it you can get fees

I also have made EWS certificate of Uttar Pradesh but CET cell is not accepting my EWS.It is saying that please submit EWS certificate issued by Maharashtra government.
