Bce category under OBC category reservation. So you are under the OBC category in your state . If you have state reservation certificate it's applicable in any central related work or examination. Because central have no issue about your state category certificate. And you can get EWS certificate also
In IISER aptitude test no EWS category cutoff present. It's under your normal cutoff. Like for general and OBC NCL candidate marks minimum 75% and for SC, St candidate marks 60% in this Aptitude Test. But IISER have EWS category student seat in their college.
