Yes you can ( i believe)

I have seen the CAP form online and it has the option for select category so it should be allowed. You have to have State EWS certificate though.

No, need not upload any EWS certificate because cut off of both General and General-EWS are same.

if I wrote UR in application form then I made my ews certificate then can I use that certificate at the time of counselling?

Dear student,

If the application form has UR category of yours then you would not be asked for your ews certificate so you would never be able to use it. However you can use it further for other purposes. Hope this helps. All the best for your future.

As you have secured 24206 CRL rank in jee mains from ews category, then there is chance that you can get some good nits in josaa counselling.
