At present there is only one type of ews certificate for both state and central government admission or job necessities . It is issued by the respective state government you belong to on the basis of the eligibility criteria. Hence you should produce the latest EWS certificate

When you are asked to upload the certificate of any respected category like the ews category, then make sure you have the certificate made at the specific state of your domicile then it will prove to be valid.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on

EWS certificate dont need to submit while filling the form. However you need certificate on hand during counsellig  process.

Failing to produce during counselling might lead to rejection of seat.

So during registration you dont need one but at the time of counsellig  you need to submit.
