The valid period time of EWS certificate is for one year. From the date of issue of certificate it will be valid for one year. For every year the EWS certificate should be renewed. As your certificate is issued on 23rd August 2021 it will be valid till the one year from that date. So it will be valid till one year.
You should renew the certificate after the one year.

Till now the official qualifying cut-offs have not been released and the qualifying cut-off percentiles are released along with final result of JEE-Main 2022 which will be released after both the sessions i.e. most probably in August '22.
But o n such percentile, being an EWS candidate you have very less or almost no chances to qualify for JEE-Advance 2022 but still the cutoffs for this year have not released yet officially.
As the cut-offs are released along with the JEE-Main 2022 result so for now you can get an idea from JEE-Main 2021 qualifying cut-offs that are enlisted below :-

I hope you're doing well. 31.7 percentile is not enough to get admission through josaa councelling. But still there is a little chance of your admission through IPU councelling. There are many colleges which comes under IP University. With this rank you can't get the admission in top colleges but yes there's a possibility for you to get admission in low rank colleges.

Now, According to last year data for NEET 2021, an aspirant scoring 500 Marks had AIR around 84,100.
--------- Also with marks you have scored, your chances of getting MBBS seat in 1st and 2nd Round in Rajasthan State Counseling is very low as last EWS Candidate to get BDS seat in Government College during the 1st round of state Counseling was AIR 26,493.

If you belong to the GEN-EWS category then there are very less chances of yours to get into any government college like NIT. You need a minimum of 94-95%tile to get any NIT with EE and ECE branches. You can predict your college from the career360 college predictor.
