see gate percentile is calculated as per overall students performance, difficult level of papers, students category etc. as per category cutoff varies. so it is difficulty to predict about percentile just based on score. it also depends on which paper of gate exam you would apply .

see for category certificates there is no different rules for army family candidate. you have to apply to the respective authority of state for issuing the obc ncl certificate. if your criteria matched you may get benefits for ex servicemen  category benefits.
