• Master’s degree in any branch of Arts/Science/Mathematics/Statistics/ Computer Applications or equivalent

No, you cannot join NLUs without qualifying CLAT.

This is because,

Admission in NLUs is through CLAT ( except NLU Delhi which provides admission through AILET  ), so irrespective of how much money you have, you cannot get a seat without qualifying CLAT as there's no management quota seats

Nope, there is no such exam for counselling.  Counselling means you're given choice to choose your preferable courses(or branches) provided via the university, you've got to fill them according to with your desired order after according to your marks or rank and seats availability, the respective seat is alloted
