Ignou doesn't issue transfer certificate they issue migration certificate. Transfer certificate is for transfer between two colleges under the same university whereas migration certificate is for switching from one university to other university.

But you are supposed to attach consolidated mark sheet and degree certificate with the migration form

CBSE conducted the improvement examination in order to to enable candidates better scores than what they were awarded through internal assessment. If you get a score which is lower than the marks you are earlier had it will not be considered and you will retain the original marks.

If you don't perform well, you get low rank.....

Your result comes from the performance of your exam.....This pass and fail result does not come in this competative exams....
