No, you cant get direct admission in University Visvesvaraya College of Engineering.
Admission is done on the basis of counselling based on the rank obtained in Karnataka Common Entrance Test (KCET).So, you wil have to appear and qualify in KCET in order to be eligible for admission.

In order to appear for the semester examination one must have 75% attendance and if he/she has less than that then you will have to provide a valid proof and failing to that will prohibit you from attending the exam.

Yes, It is same entrance exam for both courses. Mh-cet (maharashtra common entrance test) conduct for the admission in engineering, agriculture and B.pharmacy courses.
