The eligibility criteria to appear for UPSC is as follows;
Bachelor of Fisheries is an undergraduate degree for a duration of three years, and UPSC accepts any relevant graduation degree, as long as the degree is done through UGC recognized university it's definitely valid and to answer your question you can surely appear for UPSC.

So with regard to your query, No it is not necessary to give the ICAR exam for the purpose of BSc in Fisheries. There colleges in India which provide direct admission, and also some college which conducted entrance exam fur the purpose of getting admission into the universities. This depends upon each university. Further, the syllabus for these entrance exams will be the syllabus from 10+2 from the subjects of Physics, Chemistry and Biology.
