I don't think so as per the eligibility criteria the degree certificate should be recognized under the university grant commission therefore i think it should be approved by MCI so that it will become equivalent to indian degree and second necessary condition you should be an indian citizen

You can apply for FMGE, you will only have 3 chances to clear the exam after the 3rd attempt you will not be allowed to apply. Register yourself on thir site and try your best to clear it. Try to get more than 55% to pass the exam
