To take FMGE, you need to be an Indian National/Overseas Citizen of India. As you have mentioned, you are a citizen of Nepal and married to an Indian then you are not eligible for FMGE because you are not a citizen of India and you cannot apply for

Why don't you apply for scholarships for abroad. You can apply for government scholarships.

I think this will be best option you have to pass an entrance for studying abroad so study well and get the scholarship.

As per the information Brochure of NBE FMGE,  candidate has to submit the following self attested scanned documents to NBE-
Copy of MBBS pass
Copy of MBBS pass certified by the embassy
Copy of Adress proof
Two photographs
Copy of DOB proof
Copy of passport of the applicant
