There is no concept of getting a free seat in IITs . You need to clear jee advanced to get into these colleges . And you need to be under atleast 2-3k to get a good branch in these IITs in these colleges.
The cut offs although varies a bit depending upon the certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper.

As you belong to BC E Category, you cannot get full fees reimbursement for your TS EAMCET Rank but you can get partial feed reimbursement if you are eligible for it.
To get fees reimbursement, your parents must not be Goverment Employees and their income must be within the given limit. You can get fees reimbursement if you are eligible and meets above mentioned criteria.
Cut-offs varies from year to year and depends on many factors like number of students appeared in the exam, number of seats available, category, difficult level of the exam, etc.
