As per previous year cutoff ranks below 10k will be a free seat for everyone but only if your annual income is below then it will be free seat but you are a non local candidate so AP government should give reimbursement. So please go through the rules

If your selection to the college through merit the you need 40% mark in the physics, biology and chemistry, certain college will include English also. some college select the candidates by entrance exam in the state or college/university level then depending upon the cut off  mark you will get
